Gender equality is a crucial aspect of development projects and we also emphasize the important role that the local governments have in working for increased gender equality. Our gender equality projects do focus to a great extent on local government’s role, capacity and responsibility in the struggle for gender equality.



SKL International is now developing a tender for a Sida financed project that has as main objective to support the Agency for Gender Equality in Kosovo. Since it has a strong focus on working with municipalities and their local focal points we see that the organisation’s expertise is very relevant.

SKL International is therefore calling for experts that are interested and eligible. There is a long term Team Leader position available and several short term missions for national/regional/international consultants. You can read the consultant requirements below.

Consultant requirements

2.5.1 Profile of senior long term expert



Only one CV shall be provided for this position; the CV shall be limited to max. 5 pages. The senior long term expert will act as the team leader, with the ability to manage conflict and facilitate team work and open communication. This is a position for a capacity development expert, with international experience in policy making. The senior expert’s role is to focus on the overall project strategy and content coordination.



Required skills and experience

I. Academic or other equivalent education;  advanced university degree, equal to MA or acquired equivalent knowledge, in the social sciences, public policy, gender studies, or international development with at least 10  years of experiences in senior positions in similar projects



II. Work experience adequate for the project.

• Experience and knowledge of quantitative and qualitative research methods and experience with statistics and statistical software;

• Must have at least five years of experience as a responsible manager/team leader in charge of the performance of services of gender mainstreaming and monitoring;

• Good knowledge of public administration and the gender mechanism in Kosovo.

• Knowledge of implementation and monitoring of gender integration in policy and legislation;

• Minimum five years of relevant work experience on gender issues in the context of women rights, gender equality, gender mainstreaming, and women’s empowerment;

• Knowledge of a multi-sectoral approach, including employment and economic empowerment, education, health, Public Administration Reform, capacity building, public policy development and minority rights;

• Background in gender equality programming and research;

• Solid background on program and policy evaluation with proven records at least in three large evaluation exercises funded by bilateral or multilateral donors;

• Policy development capacity with proven track record in the form of action plans, strategies, policy paper/note;

• Experience as trainer/moderator, including in development of training programs, curricula and tools and ability to contextualize gender;

• Proven experience in change management, institutional strengthening with outstanding abilities to transfer knowledge and skills to stakeholders;

• Excellent communication skills and ability to coach and mentor senior and junior public servants;

• Experience in networking and developing partnerships and public awareness campaigns;

• Working experience in Eastern Europe/Western Balkan region;

• Knowledge of  Eastern Europe/Western Balkan’s public administration, particularly the reform process is a distinct advantage;

• Very good knowledge in spoken and written English;

• Knowledge of Albanian and/or Serbian language is an added value;

• Written specifications of previously performed similar projects by the proposed person The specifications must contain information according to Appendix 1.5, and relate to projects performed and concluded within the past five years, including contact details.



Evaluation

• Adequacy for the project, considering the above requirements

• Experience in similar projects, considering the above requirements (including references)

• Experience in the region and the country, considering the above requirements (including references)

• Language; English fluent; knowledge of Albanian and/or Serbian added value.

 

2.5.2      Other personnel (short-term consultants) (pool of consultants)

Tenderers must assign personnel with adequate education for the project.

A minimum of five and maximum of ten CVs covering both international and national/regional consultants must be provided to show the suppliers ability to provide qualified short-term consultants; the CVs shall be limited to max. 4 pages each



The proposed personnel must either have post-secondary education and at least six years of work experience in the appropriate field, or adequate academic education and at least two years of work experience within the appropriate field.

The personnel proposed must have very good knowledge in spoken and written English.



Knowledge of Albanian and/or Serbian language is an added value for international experts, and a must for regional/national experts.

Written description of previously performed similar projects by the proposed person(s).. The description must contain information according to the annexed form “Reference for Project Performed by an Individual”, Appendix 1.5, and relate to projects performed and concluded within the past three years including contact details.
